William is a lifelong Texan, veteran, and public servant, best known as “Dad” to his three daughters Kayden and Hudson, his twins, and their little sister, Berkeley. His work is driven by the responsibility he feels to protect families and strengthen the community his girls are growing up in.

Rooted in Faith and Family

In 1986, George and Sheila Waggoner moved to Conroe after graduating from Texas A&M University, ready to begin the next chapter of their lives. George started his career with First National Bank Texas, and together they built their home and family in the heart of Montgomery County.
Five years later, they welcomed their son, William. From the start, faith was the foundation of their family. George and Sheila were active members of First Baptist Church Conroe, where they taught William the importance of faith, service, and community. They filled his childhood with adventure and time outdoors, instilling in him a love for the land, the people, and the values that define Texas. Those early lessons in hard work, faith, and service to others became the guiding principles of William’s life and career.

the first call to serve
Answering the Call - The Marine Corps
After graduating from Conroe High School in 2009, William answered his first call to serve by joining the United States Marine Corps. Just weeks after graduation, he left for boot camp at MCRD San Diego, beginning a journey that would shape his character, leadership, and lifelong commitment to service.
Following boot camp, he completed the School of Infantry and specialized Dog Handling School, where he was paired with his IED detection dog, Corporal Pink. Deployed in 2011 to Sangin, Afghanistan, with the 1st Battalion, 5th Marines, one of the most dangerous areas of combat at that time. During that deployment, the battalion suffered 17 Marines killed in action and hundreds wounded. Those experiences left a lasting impact on William, deepening his respect for the value of life and the cost of freedom.
After returning home, William chose not to rest. Within months, he volunteered to return to Afghanistan as a combat replacement with the 5th Marine Regiment at Camp Dwyer. Following that deployment, he rejoined 1st Battalion, 5th Marines, just in time to deploy once again, this time with the 31st Marine Expeditionary Unit out of Okinawa, Japan. Through each mission, William’s sense of duty deepened, his leadership was strengthened by hardship, and his respect for the value of life became a guiding principle that continues to shape his service today.

Building a Future Through
Education and Family
After completing his Marine Corps service, William returned home to Texas ready to build the next chapter of his life. He enrolled at Texas A&M University, pursuing a degree in Geophysics, where the discipline and determination forged in the military guided his path through higher education.
During his time at Texas A&M, William’s greatest blessings arrived, his children. His twin daughters, Kayden and Hudson, were born in 2014, followed by his youngest daughter, Berkeley, in 2016. Balancing the demands of academics and fatherhood, William learned that true leadership begins at home. His experiences as a student, veteran, and father deepened his appreciation for responsibility, perseverance, and the importance of setting an example built on integrity and faith.
Those years at Texas A&M were more than a pursuit of education, they were the foundation of family, faith, and focus that continue to guide William in every area of his life and service today.

Continuing the mission
Service Through Medicine - The U.S. Army
Continuing his mission of service, he joined the U.S. Army as a Medic, channeling his discipline and leadership into caring for others in critical moments.
Stationed at Fort Sam Houston in San Antonio, he served in the Brooke Army Medical Center Emergency Department, a Level I trauma center open to both military personnel and the public. His skill, composure, and leadership under pressure led to a quick promotion to Team Lead, where he oversaw emergency operations and guided soldiers in one of the busiest medical environments in the country. Recognized for his performance, William was selected as the Non-Commissioned Officer in Charge (NCOIC) of the Cardiovascular Clinic, where he continued improving efficiency, teamwork, and patient care.
During his deployment to Korea, the COVID-19 pandemic began. With travel suspended, William remained in country, leading the Army COVID response mission during one of the most uncertain times in modern history. When his tour ended, he made the difficult but faithful decision to leave active duty and return home to his children, while continuing his service to his country through the U.S. Army Reserves, where he still proudly serves today.
These experiences reinforced William’s belief that leadership is more than authority it’s service, sacrifice, and showing up when others need you most.

City of Conroe Municipal Judge
In 2022, William was elected City of Conroe Municipal Judge, continuing a lifelong mission of service and leadership. On the bench, he’s known for fairness, integrity, and steady judgment. Treating every person with dignity and respect.
He has completed countless hours of advanced judicial education focused on mental health, youth diversion, and public safety, bringing both compassion and accountability to the courtroom. Guided by faith and discipline, Judge Waggoner works every day to build a safer, stronger Conroe community.
